and yes, those are RMT... identical Gear, same level, same model etc. Thats common since early FFXI.

It's called Dual boxing (or multiboxing) as said above. Saw it a lot in WoW, seen it once in XIV so far.
Taken from Wiki: Multiboxing is a term used mostly in MMORPGs to refer to playing as multiple separate characters simultaneously. This can either be achieved by using multiple separate machines to run the game or by running multiple separate instances of the game.
Variations on the term are common. Often, the number of accounts used is reflected in the term used: dual-boxing or two-boxing for two characters, three-boxing for three etc.
The offense was so glaring I could not see anything else, hence regrettable.
However, reading another poster, it would appear you may have just found multi-boxers, people who pay and play more than one account simultaneously, usually using some kind of third party software to link the controls to all running clients.
Multiboxers can be RMTs as well, but you can't assume because they multibox, they are.

While multi-boxing is quite common practice in MMO games these days most players generally don't make clones or play the same job on both at the same time, I think these are indeed rmt preparing characters for farming or selling them off.It's probably a duel boxer. There's practical platoons of them in WoW.
I saw one earlier, all miqo'te females and all White Mages, all in the same gear, same FC, all following each other. Dunno if it's against TOS or what, though, or if its Gil sellers or people with far too much money to blow.
Whenever I see a group like that I report them right away, legit or not it's always good to have them at least flagged by the taskforce.
As for multi-boxing itself, I don't think there are any rules against that but I don't know of any legitimate means of running multiple instances of FFXIV on one computer.

There is a portion of the MMO community that feel "Toon" is a derogatory term. As for myself, I refer to call my Dolf as Stormegeddon Dark Lord of All....but...too each his own I suppose.
It's unfortunate that your video file didn't work out as I'm sure SE would have liked to see it. Uploading it to youtube would have been a mistake however. In the unlikely event that it was just someone dual boxing then you could have been seen as griefing had you uploaded a video accusing them of cheating.
Report activities like these, but remember that details such as names are something which SE needs to know and that we don't.
