    At this point, you're better off getting a GC weapons and move on. The Officer's Grimoire of Casting has the same item level.

    Then farm HM primals for Ifrit or Garuda weapon, or even Thornmarch normal which drops a nice ilvl 80 weapon and is fast and easy and fun.

    its just pure RNG. there is a chance it will drop, there is a chance it will not.

    just have to grind until you get it.
