If by content sellers you mean people who carry others for gil then no, it's not reportable unless they PM you to no end or something like that.
I blacklist those useless people.

Those people are willing to sell clears through content. They're not making you pay for it, and as such you're more than welcome to make/join a group and clear it for free.
Do you blacklist everyone that sells items via AH? I mean they're selling completed items! How dare they take away from somebody making the items themselves?
Well if we re worded that in favor of RMT we know perfectly well how the dev team would react to it and not just in this MMO alone either.
So that phrasing has a loophole.
I understand the concept of getting people clears at a cost. Since it happens a lot when end-game content in many MMO's where said content isn't easy to achieve and requires party of people to do it.
Personally I don't see why people make a big deal out of it. There's a reason why I don't bother with end-game raiding and make little effort to do the extreme primals. The tolerance level of players has become so toxic that all it takes is 2 wipes for people to say, "omg this isn't happening I'm leaving" making people literally give up on it. I only expect it to get worse because that's the only direction it is heading towards to.

Except for the fact they're completely different, sure. They don't spam, either. You think they should be nice and do it for free? Just use their personal time for your gain? Try that line the next time you try to buy something irl. See how far you get with having people give you free things because they're "nice". Time is money, friend!
For future reference, it's far easier to just say "I'm not good enough to clear content, and I don't have enough gil to buy it". That's really the only excuse for your anti carry crusade you seem to be on, since the big mean meanies actually charge gil for their time and effort.
