Due to how many there are, just about anything that was a summon previously (that hasn't been shown to not be a primal already).

ya but what the fun in saying every summon has a can be a primal.

Sadly Fenrir has been removed as a possible Primal because Fenrir is under the "Normal Boss Monster" Section in the FF14ARR Art book instead of the Primal Section.

Sadly a lot of primals aren't really considered summon material in FFXIV but a doggy primal isn't all but gone there's still hope for Cerberus hopefully.

Sadly Cerberus is out of primal election as well since he has been confirmed to be one of the Boss in one of the upcoming Crystal Tower Raid.

They're following the Boss list from the Bottom to Top for their CT Boss Order in this art so Cerberus will be either in CT 2nd Raid or CT 3rd Raid.

Cerberus in CT? Totally for it. Another dog can be a Primal then or be in combination with a Primal like the Summon Yojimbo.
