Pictures don't always help us in solving your issue. If you don't have the whistle on your inventory. My next guess is that it is with your retainers. But if it isn't there an you swear you used it. I suggest calling a gm through the Support Desk not by the moogle mail, that won't solve your issue.

Assuming you've finished the quest, have you used the chocobo whistle item to summon it for the first time? After that it should show up in your mounts menu. And remember that you can't summon your mount when you're in town.

You may have to check the Calamity Salvager for your chocobo whistle. I found my Goobue horn there once.
