No Ramuh will be next but it was said a while back that Shiva would be the final one to be added so maybe not until 3.0I was in the belief that Shiva and Ramuh were meant to be added in 2.3, with their respective hard/extreme versions. Coulda sworn they said that fairly early on... like in one of the live letter's for 2.1 i think. Would't be too far fetched though as:
2.1 - Ultima HM, Garuda EX, Titan EX, Ifrit EX, King Mog HM.
2.2 - King Mog EX, Leviathan HM, Leviathan EX
So 4 new primal fights would not be out of the question, especially on a CT patch. (although, to be fair CT was practically done before release, giving them more time to work on primals etc for 2.1)
Ya it may be around 3.0 or the 2.X Major Update that will be the last 2.X update (being either 2.4, 2.5, or 2.6) since SE needs to have a VERY GOOD reason why the Pope of Ishgard and their Inquisition to break their Isolation Act to any outsides into Ishgard.
Currently the only logical reason would be the defeat of Shiva convincing them to allow Outsiders into Ishgard to meet this Hero or Heroine who defeated Shiva and saved Ishgard from a threat they never faced before.
Dragons becoming too powerful for Ishgard isn't something I see happening as a reason why Ishgard would open their gates to outsiders because they don't believe in outsider help with their War on Dragons due to their Religion
To put it in a lighter but funny way of describing Ishgard's Inquisition they're basically like this...
