No, it's twelve 2% drops, per weapon, that by themselves don't even get you any reward, they simply grant you the ability to start upgrading your weapon.

This right here. There is no reason for the low drop rate or even any RNG on them at all considering there is even more grind after you spend hours and days trying to get the atma drops.
