Yes, the wisdom of Yoshi strikes again. He meant for it to have such a low drop rate, take a lot of time, and didn't think many people would have the quest done when the next part released. It was postponed because it has such a low drop rate, takes a lot of time, and not many people have the quest done when the next part is ready to release.
Oh, I get it... you're mad, because you feel like content is being denied to you because others didn't do/like the quest... and you feel that is unfair.
You want to continue the storyline and not be held back by the decisions of others.
Well, that makes some sense... but the fact is that SE botched this and now they have to fix it, because clearly enough people are not happy with it, that it is getting their attention.
The problem, though is that SE botched things and is wasting time cleaning up the mess. That is their fault. No one asked for FATES and the RNG thing was bad design to start with, and should never have happened.
I guess the "See you later!" and "Don't do it if you don't like it!" posts really didn't solve anything afterall....

This seems the sensible conclusion.If the previous two steps are any indication of the next one (reused content), they most certainly have it ready for release. It's not like a whole new tier of dungeons like Coil are going to be implemented. As you said, they were expecting most to not have Animus by this time, but maybe they didn't expect such a huge amount of negative feedback. So, instead of aggravating things they want to give a chance for some to catch up or at least progress a bit more in that questline before releasing the next set.
I wouldn't be surprised if they lighten up on the ATMA rng and reduce the amount of Myth to get the books in the next couple of updates.
Either that or they have designed all the quests, have everything ready, but the outcry for the previous quests have made them hold it back and change it as not to incur more wrath.
The vast vast vast majority haven't. The only reason those of us who have managed to was by grinding 10 hours daily every day.Don't expect to see them make it any easier in 2.25, IMO I hope they stop the trend of dumbing things down. Removes baseline and motivation to accomplish things pre nerf.
Of course they will, unless they want half their player base to quit, and yea before you say you're ok with that ... doesn't matter what you think![]()

also because it gets post-poned, it means it will be more refined and fleshed out...i hope.
