Just be honest and say you aren't done with the quest instead of giving silly reasons. I'm sure most people will understand... Only about a month into 2.2.

I understood it as "fewer than expected have progressed far enough" combined with the general complaints about the first stage.
Releasing the Novus stage without implementing feedback on current quests and taking into account that feedback for the next stage would have resulted in negativity that they don't want.

Even so, if the quest is finished, what reason do they have not to add it? They suggested in their list of excuses that they want to implement more ways to get the spheres, indicating that they already have some ways of getting them. Fine, give us the additional sources in 2.28 but why not give us the initial quest and sources, if they are already finished as they are suggesting, in 2.25? It should be up to us if we find it too time-consuming and want to wait another patch or not.

They just don't want to say that they didn't have time to finish the quest.

That's like saying they should release T10 or the next primal fight now because people already beaten them.

No, it's like saying they should not have released the Second Coil at all, even if they finished making it, because most people did not kill Twintania yet.
