It's like the kickball team in grade school and you're the one picked last. The other kids on your team may or may not be nice about it, but you're definitely holding them back.

Basically just depends if they want to be polite in a situation where being polite is not the easy thing to do.

PS. The ilvl requirement is currently set low enough that people can attempt it for whom the instance isn't easy. But the rewards are good enough that the vast majority of players doing it consider it very easy. Ilvl requirement isn't a bad idea, but it currently only rules out very very unprepared players.
