I love how you suggest that people who want full runs should use Party Finder, but you also think it's dumb for people to use Duty Finder for speedruns. If you really want speedruns, it makes more sense to create your own party in PF. That way you have control over ilvl and party composition (blm/bard or blm/blm for example). When you go through Duty Finder you're stuck with what you get.

tl ; dr The people who want six minute runs should be the ones using Party Finder.

Party finder works best for both situations.
