    I guess this should be obvious but can one who has a PS3 account log onto someone else's PC copy?

    No. Not if the PS3 version is the only one on their account. Purchase of the game on one platform only authorizes you to play on that type of platform. If someone wants to play on both PS3 and PC, they'd need to purchase the game twice, once for each, and register both purchases to the same account.
