Why do I have to wait hours for other people for these seasonal events

From what I saw in Limsa and Ul'dah -
1. Chocobos can't be out - otherwise you get a message that a party member is not in the zone
2. Exactly 2 people in the party.
3. One person has to be wearing the Pristine hat.
4. The other hat is different for each quest. The last one requiring someone of level 40+ wearing the Midnight hat.
5. Each time I ran it the person who needed to complete the quest was the one wearing the Pristine hat (I've been helping lower level players). Not sure if that makes a difference. I wear many hats...

On Malboro people have been using /shout looking for help. I respond to those if I'm in the area. If you're not on Malboro .. sorry. :/
