

If it's supposed to be a long term goal, then it is exceedingly poorly designed, since some people get all 12 Atmas in less than 12 hours. It's only a long term goal for people that happen to be unlucky, and that is what the problem is.

It's a percentage based drop. This isn't poorly designed. The same could be said about any dungeon drop in the game. Player X got it on his second try while player Y has gone in 50x's and not seen it. Is that broken? No, it's an MMO with normal RNG.
Sure the percentage is low, but not low enough to where it's impossible. I'm sure like all content, that it'll be nerfed in the future.
One thing is for certain, however; that the only way to get it is to go out there and grind it. If a person wants it bad enough, they will push until it's done, and once it is, they will feel accomplished.
