Or (if you're too be believed) he knew his irl task would take only, say 15-20 minutes so no point waiting for the 30 minute penalty or bogging down the party for all that time. Try to believe in the best of people before they give you reason not to. Called innocent before proven guilty

Some people will always find 'loopholes' in what seems like a good system. I agree that if they really had something super important to do, they should have just eaten the 15 minute penalty (fifteen minutes isn't THAT long). It's very clearly obvious that they were lying because they didn't like the party, and that's not right. They are in no way obligated to stay in a party they don't think will win, but if that is the case, they should just leave... not demand to be booted and be annoying simply because a loophole allows them to be.

There's a reason "AFK" for kicking.
I know it sucks that the person won't get a penalty but that's just how it goes.
I had something important come up. I was doing one of the new Hard modes.
Got phone call said AFK. Came back 1-2 mins later said, Sorry something important came up, and quickly left the party, My hubby and Friend from FFXI where in the party they didn't mind at all and finished without me.
Important means Real Life.
I got to help someone in my Free company. Isn't important. As this is a game. Kick and Report.
Commendations.
If I play dps I only give it out to other dps.
If I play tank I only give it out to healers.
If I play healer I only give it out to tank.
Only if they should be getting a commendation.
There are always exceptions to the rules!
so because i support the justice system i sound like someone who would force their party to boot them?
honestly though, just let it go. move on. dont let one guy ruin your day. i know i get mad when tanks leave my groups randomly (mostly by d/cing at the start of a dungeon) but if that happens i just leave and requeue, even as a DD. just find something to do during the queue time and its not so bad.

You can vote dismiss them. Healers are not that hard to come by, not at all like the wait time for tanks. If the healer is being a d-bag, dismiss them and replenish ranks. Although for some reason when you dismiss a member people start leaving for some reason...
what i really dont understand is all the people saying "thats what vote kick/abandon are there for", no they are not. they are there for people harassing the group, making the game unenjoyable, or for when the group feels they did all they could to beat the instance and cannot.
vote kick is NOT there to allow some douchebag leave an instance because he doesnt want to be there and go to another instance because of stupid bs. as far as im concerned, SE should really do 30 day bands as a minimum punishment for anyone doing that crap.

also: vote dismiss exists, use it. this isn't going to go away, might as well deal with it by giving afkers the boot.
one of the specific reasons you can select for dismissing someone in the party is AFK.

Who cares if he gets or doesn't get a penalty? It doesn't affect your game time. If anything you're wasting your own time by not vote kicking them.
