sure, that's exactly what i want to do. spend my time leveling, gearing up, and learning how to play my job just to get outside of a dungeon and delevel for the fun of it..... i think not. i already have to do enough of that ignorance when going into lower level dungeons. it doesn't need to be forced anywhere else, but if you want to carry a different set of clothes and change yourself outside of a dungeon that's your own decision. i'll leave the dungeon and wear the gear that i earned and use it to its full potential.

the big deal is the game already does too much of the stupid capping. the point of gearing up is to feel stronger. it may not be needed outside of coil, but why should you force anyone to go down in strength for no reason at all? if you want to get technical i'm sure coil t9 will be beaten with well less than 110 average ilvl anyways, but it's pure wrong to force someone to drop for no good reason. if they want to carry a lower level set of gear to wear outside of a dungeon then that's up to them and fine, but trying to cap it for no reason is pure stupidity.
