    It's funny, the path they've decided to take crafting down onto.

    At first, they planned for people to probably only have one or maybe a couple crafts at 50, and thus have a need for HQ mats in order to HQ high level recipes. After they saw that wasn't quite the case, they designed 3 star synths around the idea that you need practically every craft at 50 to be able to do it AND have HQ mats.

    To answer your question, the post above me is right. You'll need both Ingenuity and Piece By Piece.

    They probably didn't expect everyone to HQ stuff 100% of the time. They decided to make players really work for that. Either you make 3-star stuff just for glamour (NQ) or you level/meld everything and shoot for HQs.
