More than likely given how the ferry in XIV currently is pretty badly designed they probably decided against it at the start and will flesh it out more down the line.

Kind of like how in FFIX you take the transport around Lindblum and it's nothing more than a quick transport without seeing said transition. It's just when you translate it the context is hard to fully to hard and in the letter it'll likely be more explained.

My japanese is crap but I feel like what that is saying is that the Airship will not fly over the "actual map". In other words, it will not be part of the map that players play in. Meaning it will be its own instance.

It will probably be exactly like FFXI and/or the boat to Limsa.
