They already said no on player chat bubbles, has nothing to do with "PS3 Limitations" - they simply do. not. want. it. XI is an 11 year old PS2 game with 5 expansion packs and 9 mini add-ons and get monthly updates along with systems that not even XIV ARR utilizes that was designed on and for the PC - Nothing is being held back, you have to remember that what the developer wants or doesn't want matters as well.
It's an aesthetic/design decision, not a technical limitation.
Personally i like chat bubbles and prefer to have them implemented with the option to not display them if a player doesn't want to see them, but then it's not my game, so it's not my decision.

I guess I don't see how memory could be limiting for this to be implemented. You can already check people and see their search info and chat bubbles already pop up for NPCs. In any case, I still think it would add a lot to the world of Eorzea and I do agree with another poster that it could become a nuisance so a toggle switch would be a good idea.
Also, this wouldn't be for normal /say or anything, only for when you set yourself AFK. Anytime you move or perform an action, it gets removed.
