    This kinda happened in TERA as well. Just kick them and move on. You're only hurting yourself and your team by waiting it out. Depending on the duty it's just easier to reform. At least you'd be able to do other things besides stare at the screen with your hopes destroyed. There's no real way to fix people who hold the entire group hostage but I can tell you that the community (casuals) would rather keep it this way because the alternative would start an uproar in the forums about how people are abusing the vote dismiss.

    Ask yourself this: Do I really want to play with this person? (the guy who refuses to leave)

    There's a thing called Party Finder, just saying.
    If you need to learn the fight, say specifically in the info it's a learning party.
    I'm sure if that person had said nothing and innitiated a vote abandon, enough people would click it.

    Perhaps in another instance. In this one, no. All seven players remained after we kicked and decided that no one was going to come. Yes, even Akira the non-believer.

    I would report him that's harassment he even nailed himself guilty by refusing to leave at first. If it was important he would had left even if it was to help someone else most people have the courtesy to see your in a duty and wait for you. This guy clearly just wanted to ditch and que up for something else.

    I get the whole "would you even want to continue fighting with the guy not knowing if he would give you his all" but I'm not sure if I would want him to give him the satisfaction so easily enabling him to feel like he can get away with it. But on the other side if you knew you were going to report him then probably you should kick right away and hope a GM will do justice

    Just vote kick/abandon, that's what they're there for.

    I think his point is, if there is something important you had to leave and go do...why do you care about a 15 minute in game penalty??
    Maybe the something important required being able to use the DF? Like CT or something with the FC?

    Probably not, but that's still a possibility.

    I know it will suck when being on the other end of things but they really should place the leaver penalty on people who get kicked. At least a small one maybe 10 minutes?
    Way to encourage more griefing.

    Making it so you can't reenter the same instance you were kicked from is enough of a "penalty"

    This guy queued up for an instance through DF or agreed to run one through Party Finder. If you're already in an instance with another group, wanting to run something with your FC doesn't count as "Important" enough to warrant a group vote kicking you just because you want to leave. If people want to leave an instance after it's started then they need to either initiate a vote abandon or suck it up and eat the penalty for leaving. If it's that "Important" you'll leave the party of your own accord, he was just trying to get a free pass on the timer.

    Once i had the issue of tanker joining in-progress - seeing the progress very low he just sit at entrance asking for vote dismiss. Someone it team reported this, but cannot tell what happened next. I reported that tanker for using quite bad language (he was using it hoping for a faster vote dismiss) and got a reply from gm i should have black listed him (though black list does not work in DF).
    By my logic intentionally stating you are not going to play with others is an offense because you set up the whole team that waited 30-40 minutes just to get in. But most of people are smarter than that and will go afk without saying anything or *disconnect*, so reporting this will only result in people resorting to non-reportable methods.
    I have been running garuda ex too through the DF, so far an average team will wipe because they don't time the spiny, a good team will wipe because not enough dps on the sisters spawn (with 25% echo lol), also you have two healers with +25% healing each, so healing is never an issue there.
    The most ridiculous garuda team i had asked me (healer) to dps after everyone but me + 2 tankers wiped to wicked wheel (tankers didn't take adds away), and one guy said it can be solo healed and dpsed (i highly doubt me not dpsing was the issue). I just left, 30m penalty is not as bad as trying to reason them.

    I'm not trying to justify his actions. I'm just saying that's what his "something important" could be and that could be why he didn't just leave the instance himself.
