The game tells you directly you need to have a relic equipped, it's not a assumption from the playerbase.

They should change it so you don't though, then perhaps it wouldn't be quite so lame. Unless you've maxed every class already anyway.

You need a Zenith weapon to start the quest, but not to finish. As such you don't need it for FATEs either.

They come from FATEs, not fishing. Swing and a miss, even if the "joke" had been on time.
