What? For both top and bottom you're trading piety for determination. You're gaining determination, and if you care about Piety that much, just meld it on.

they are probably wearing the allagan chest, not the whm chest. whm chest seems kind of bad.

That's a lot of piety to miss and a lot of melding to get it back. I've always found mana to be the biggest issue rather than actual healing throughput.
I suppose if you're using allagan/Gerolt/primal weapons.

Especially when server latency will make up for that Spell Speed (by not casting the spell at all)

actually you gain 31 determination and 24 spellspeed, but lose 52 pie if you upgrade both. then meld some pie IV's
