I mean, yes, the game does a fair share of time bubble shenanigans. All games do. But it would be a hard pill to swallow, unless they made it a level 50 unlock (unlikely) after this point in the main scenario (very VERY unlikely).
Once she is welcomed she opens shop and starts teaching her Art of (insert class here). Works as she is new right now but to start teaching one does not need buildings but simply free time to teach the students.
