I'm having the same problem is well. Noticed it happening in Haukke Manor HM and the Ruins of Amdapor. Would come and go randomly and sometimes people would skip from place to place a bit while running. My friends reported that they saw people being healed and saw me casting, so the animations were fine, but the heals weren't registering at all.
