It's possible that this may occur at a time when melee are unable to reach leviathan aka when levi is jumping over the boat or moving from place to place. The Veil may come up to prevent range users from gaining an advantage over melee since DoT may still be active during that time, but if range were able to attack while melee can't then melee would be shafted in this instance.

Be used as a DPS? No, not when they can't attack. There's a reason BRD gear is covered in DPS stats with a DPS weapon and DPS abilities.

for heart phase they just simplified it. titan gets a unique invincibility called "heart of the earth" during the phase.

Plus this probably only affects bards, because otherwise it would say "reflects magical attacks". (Much how knight/soldier worked in the past for T4) If it is for both ranged and magical it would say so.
