Play FFXI and play through her specific storyline. Diabolos was minor in FFVIII, sure, but he sure as heck wasn't in XI considering a good chunk of the lore and storyline revolves around him and what he's capable of, that's like saying Squall, Edea, Ultimecia and Riona were characters that had zero significance in FFVIII.

Precedence set by Siren and SE confirming Siren won't be a summon, therefore as of now we know it's extremely likely he will always be "just a boss."

What about Odin? Odin is too good to be some super fate that is on par with a common Behemoth.

He's already a primal, but it doesn't feel like it lol. He was supposed to be one of the "few" roaming primals you can battle.

Eventually Ifrit/Titan/Garuda will be FATEs, and the FC that gets claim/kill will be able to use them as a one-time-use limit break type move...at least that was what the devs were thinking about a year ago.
