I honestly don't understand why DF doesn't default to people assuming the slowest, most laid back playing unless otherwise agreed. Since in PF you can indeed set your preferences, while in DF you can not.

This. Duty Finder is "default" mode. This means you should expect to watch cutscenes, possibly end up with a player that has never been there before, and low ilvls. If you want to speed run it, that is what party finder is for. Nothing frustrates me more than an impatient person trying to force a newbie to skip their story. If you don't want to watch cutscenes, no one is forcing you to duty finder.

using the duty finder is not the problem. SE created the duty roulette in order to give the more experience players incentives to go back and do the low levels and main story dungeons. as the game gets older this will be necessary to ensure that new players can still get those things done. the problem then comes with the cutscences. especially in CM and Prae because those cutscences can be rather long. so who should win out? the newbie experiencing the main story line for the first time or the veteran who is only running it to get his daily bonus from the duty roulette? I don't see SE taking a side in this.
