It doesn't have to make much sense, many places charge odd administrative fee(s) on bills. Some places even charge a fee to send a bill. Plus since when has SE applied logic >.> or the internet for that matter. If there was a shred of logic most of the threads on forums would never exist XD

Thing is, they aren't assuming we want a vanity cash shop XD. Mog station was already suppose to be implemented to provide extra services for FF14, and like Yoshi said himself it takes drastic changes/planning to switch to a cash shop model. They are also even less likely to add one in when they can sell you something else and add a code for an "exclusive FF14 in-game item." Like they have with those minions.

Yes, extra services like server transfers, name changes and the likes, not two full fledged retainers for 2$/month each. As I said in another place, even F2P games that -obviously- lack a sub to get money charge just once for extra inventory space. P2P games shouldn't even have to think about doing things like this one.
