Considering the last interview stated that the relic upgrades would be a third route (route 1) dungeon drops, route 2) tomes, route 3) relic) yeah it seems unlikely.

I believe you'll be able to use it as in the last blog update they said you can "cast the glamour of a robe on a hooded cowl, as the body and head slot of the hooded cowl include the body slot of the robe ( In this case, you will not appear to be wearing headwear). Original blog post: here

A separate rule should exist for items that take up more than one slot. Otherwise stuff like the 4-slot odin armor goes from "it might be useful for vanity" to "you might as well /toss the odin mantles".
