Some people like the fun of it, some don't. I spam heals once I get new gear to look at the increased healing rate. Or I just join fellow healers for the fun of it.
If you find other people having fun annoying, maybe a singleplayer is better suited.

That's some things you really cannot compare. In the neighborhood you can simply call the police, however in the game no GM will do anything against people who spam skills. Why should they?
As I stated before, just mute the sound or as some others suggested, turn off the animation. You won't see or hear anything you don't like for whatever the reasons may be anymore, we can have our fun, everyone is happy.

Actually, it got posted before where someone got reported for spamming skills (it was an RP server, and they got paid by people to do it), and the person got pulled aside and a warning was given.
