doesnt this defeat the purpose of duty roulette? I thought duty roulette was to help people clear content that is not being selected on a regular basis.
Maybe they're finding it's working better than expected and can take the small hit of people that would do this.
imo any couples should re-evaluate the "need" to only exp together; dungeon level syncs do a wonderful job of being still capable of partying together despite level differences. Let your more active significant other play as much as they like and it doesn't limit you playing together when you can in the slightest.
I wouldn't be opposed to a in-game system that say for example, knows you are with friends on friends list, linkshell mates, or people in your free company and based on that automatically give you a bonus exp, tomes, whatever. Nothing crazy, but something to promote playing with your friends and FC more often. Just not as much as a bonus for someone joining a group activity solo.
