The point is that the group crafting mechanic was part of the Company system and we haven't got the Company system in the game yet. So when it does come they want there to be a purpose for group crafting other than lets just bake a big cake or build a boat. The purpose could be that they require new ships for the fleet to take on new foes or need big cakes made for the Admirals birthday party who knows.
