Shooting for 3 months is not the same thing as "promising the player base."

2.1 was just short of a month late, (8-27 to 12-17) likely due to the problems they didn't anticipate at launch.

2.2 is 3 months from 2.1. Jan 17 would be 1 month, Feb 17 would be 2, and March 17 would be 3. Estimated (by the playerbase) launch of 2.2 is March 25th, since 2.1 launched 3 days after a live letter as well. I'd say they are holding to what they were shooting for.

2.15 and 2.16 may not have brought new content, but there were significant QoL changes. It's not like they've been sitting on their thumbs.

Heck, 2.16 allowed for Chimera and Hydra to be accessed via Duty Finder. That's a huge thing for people attempting relic runs. They're not sitting on their hands here. They're constantly patching in new quality of life stuff into the game to make it less of a burden to play. That stuff is just as important as new dungeons and quests.
