Making new content that is able to be played by ALL ranges of players is easier than constantly having to make new content over and over for specific rank ranges.
Creating one rank 30 dungeon and one rank 50 dungeon that are BOTH useful for rank 50 players takes a lot less time than creating one rank 30 dungeon (that is useless to rank 50 players) and two rank 50 dungeons.

so the solution is to add easy and hard mode (for higher ranks) not capping your level, but it is probably too WoW-ish that everyone is gonna cry more because we all know how hard people cry over WoW's terms.Making new content that is able to be played by ALL ranges of players is easier than constantly having to make new content over and over for specific rank ranges.

Easy and hard mode is functionally the same thing as a level cap. It's just a difficulty adjustment.
Except a level cap takes less effort by the devs to do since they don't have to design an additional hard mode.
