If new housing wards are opened, it remains to be seen whether SE will stick with the current policy (price them high and let them reduce by 50% over 90 days) or change that policy in some way. Currently the prices are very near their half-price value (57%).

I think starting high is still okay, there are still FCs that have the money and will to pay for the prettier or just more convenient locations, but the price reductions need to be a lot faster and steeper, maybe over the course of a month instead of three.

Supposedly when they add new housing instances, the prices will be back to 100% and we will have to wait the 90 days to be reduced.. This was talked about in the live letter pre 2.2

Yes, I believe so. Recently I found a small plot of land has been returned from the FC, and the selling price of the land was back to 100%.
