    Why am I stuck at lvl 20???

    I'm assuming you're playing the PS4 beta. If that is the case, your level is capped at 20.

    You probably saw NPCs. Most guards at gates are lvl 35 for instance.

    Yeah he said that I should either get on the forums or go to the support desk in game. He said he wasn't sure if the service was up yet or not. Which it is not. As far as the higher level characters go, they were not npc's for sure i went and watched them fighting. I was just roaming looking at everything and seen them fighting level 40 something monsters. Maybe they worked for square, don't know.

    Some FATEs involve fighting NPCs and almost all the guards stationed at camps go into combat mode as soon as a mob gets close enough.
    Anyways, as Jillian said, PS4 Beta Phase 1 progression is capped at level 20.

    Playable Content
    During Beta Test Phase 1 characters will be limited to a maximum of level 20; however, the playable content will be the same as that of the Windows and PlayStation®3 versions currently in operation.
