Best thing to do is keep running it until you can predict them accurately, and then pre-dodge when they're coming.
I don't recommend staying away from everyone since you're almost certainly going to screw over people (yourself and/or others) in the double plume.
The problem is, Titan EX have literally NO room for mistake. Either you begin to dodge the exact millisecond it pops or you die. And even with that, there is no guarantee someone wasn't 2 piwels away from the group and screw everyone.

And I can record myself moving late and not getting hit, your point? I know it happens to people, and there are a couple of reasons it could happen. I've seen people playing from Australia dodge every single one without issue.
As healer i find a problem for me is casting when they spawn, if interrupted and ran immediately i still get hit.
Never cast something instant while dodging plumes or cast something when plumes is coming where you'll have to interrupt the cast to dodge plumes. It will register that you're still in the plumes even if you're far out of it. This really annoys me. I sometimes accidentally cast regen while moving to dodge plumes and I get hit and die somewhere pretty far away from the plumes. Other players say they saw me out of it. I've heard casting something immediately when you're out of the plumes can force it to register you outside the plumes if you want to be sure. But the key point is if you're doing nothing but moving during plumes you're guaranteed to dodge it.
