I'm just disappointed that there's no way to obtain the mask in 2.0 since I didn't get it in 1.0 specifically because that achievement was not listed in the "no longer obtainable achievements in 2.0" list so I was lead to believe that I could obtain it in 2.0.

Actually, you do know the Chocoporter NPCs don't actually wear that suit, but a chocobo-themed palette swap of the crafting apron dresses which aren't available for players?

So even if you did have the mask, you still wouldn't have the complete outfit sadly.

Some Content will make it into 2.x but that needs some time...
Those old legacy achivements may be added then once again to normal achivements...

When i am not mistaken Chocobo Carawan escort will have a come back...

If they give goobue mounts as an achievement to non legacy players then I am quite sure they'll give us a version of the chocobo mask.

It is a NPC in the last Sylph daily quest, not exactly a character

I love my mask and eagerly await the return of caravan escort missions (I assume you can get the mask then, just like in 1.0)... but I would like the actual Porter uniforms with their cute little shoes and apron (and barding) not a chicken suit.

Yeah, this is my assumption too. That once we get Caravans and Hamlet activities back, the mask will return as well. They also didn't list the caravan achievements as being removed for 2.0 either.
