    There are two taxes.

    The seller chooses the listed price, but when the item is sold, he/she will receive slightly less than that listed price. This is the seller's tax (and it's identified in the seller's interface when the listing price is chosen).

    When a buyer looks at listings, the listed price is the amount he/she will pay if they're in the same territory as the selling retainer. If, however, they're in a different city, they'll have to pay more than the listed price (and they'll get a popup box asking them to confirm that final price including the out-of-region surcharge). This is the buyer's tax, and is applied according to where they're at at the time, but does not impact the amount the seller will receive.

    The only way region affects the seller is indirectly. If a buyer sees that the lowest listed price actually ends up being higher after the regional tax is added, they might go to the next higher listed item that's in their territory (and therefore doesn't have that regional tax). So the chance of an item selling is influenced by the chance of potential buyers being in the same region. (This is, however, usually too hard to accurately predict for it to have a significant impact, at least as far as I've seen. Perhaps there are some servers in which a particular city becomes known for having a better market than other cities.)
