You can already turn off the glow but it's a Legacy only feature

I support them adding this option but I do wish that it was a client side option that disables all glows for only you. That will allow people that enjoy the glows to still see them and the ones that don't want them to get rid of them. I for one think the glows look horrid for most weapons and would love to turn them off.

Nope, the ex-primal weapons do not glow at all, but there are ways to make it so your relics glow while sheathed.
