You're basically asking to make game-changing abilities (well, Holmgang is iffy imo) to be even more powerful. If you want these abilities to be instant their effects need to be greatly toned down.
I can sort of see the point you're making, but I'm not even talking about a split second decision. I'm talking about pressing the button and waiting 2 seconds and not even getting an effect from the ability.

There are abilities like the stun ones you brought up as well as silencing techniques like Blunt arrow that are fast. Why? Because stunning or silencing a move sometimes is a split second desire.

The abilities can still be used to mitigate damage or 'catch up on heals', but don't we want more dynamic uses for these abilities, like in emergency situations? They have such a strong potential to be useful for such, but they're being wasted instead.

Again these are my personal opinions. You all are free to express your own as you are doing.
With all due respect, sometimes you can't plan that far ahead or have to ride by the seat of your pants sometimes either due to mob actions or other player actions. I agree with being prepared, but using these 6-7 minute abilities (at least HG and Bene) for emergency situations is not unreasonable. These abilities are not over-powered all-wipe preventing...they have HUGE timers to the point that you can only use them once per fight often. And so people would rather save them for the time when they're needed most: an emergency. As the saying goes, shit happens.
