Out of curiosity I just took my MNK to Apkallu camp to experience this PTSD-inducing farming experience and I have to say....I'm not seeing it. I'm claiming just fine against 2 bards. To be honest It's less mind numbing than farming as the other jobs. Arm of the Destoyer and Shoulder Tackle are nice tools to have.

This doesn't change or affect my point. Even CASTERS have instant no cd (outside of gcd) ranged attack/claiming abilities. A distance closer does not fill this role because of the cd. Prepatch you would have had little chance. I suppose I should say the class needs it and not monk spicificly.
