It's nice that people actually learn how to play their job before the hit endgame, the fate crowd who'd show up not knowing what half their abilities did was pretty terrible.

FATEs are not worthless, FATE grinding is still the best and easiest way to make a lot of GC seals.
At least on the server I'm on, there are regularly FATE parties now set up in the Party Finder for FATE grinding, there are still shouts in the hotspots for FATE grinding, et cetera, so it seems to still be alive.
I had most of my healer/tank stuff already sufficiently advanced before the changes were implemented, and I've been using Roulette only for raising DPS classes lately. It's not as fast as it could have been in FATE grinding, but darn: FATE grinding was so mind-numbingly boring! I prefer it this way.

Got tank to 50.. it was boring. Being forced to group so much was really not fun, because you just run into abusive groups.
You say you want tanks to learn how to group in dungeons before 50- that's great, and I agree... except groups don't tolerate tanks learning very well... if you make a mistake they berate you and make fun of you. Great learning experience.
I did roulette for bonus once a day in in progress dungeons, hit Ifrit/Garuda/Titan when I could for single kill exp bonus, then switched to fates, where there wasn't tank abuse.

10 minutes I would not count as a "INSANE queue times"
This.You call that a nerf?
I call it one step towards how they should have been from the very start.
Next step would be to dynamically scale the FATEs based on how many people actually do it, instead of using the previous occurence of that FATE to scale it.
FATEs are still perfectly viable as a source of experience points.
Plus a lot more fun with the added risk of failing.
Things die slow because theres so many fate farming Coerthas and north than in sub lvl 20 gear.

I havent really had too many troubles with queue times as dps....well except trying to get my lvl 15 ARC in Sastasha (reading some of the posts maybe this is an Archer problem? lol) but even my SMN roulettes happened in like 10-15mins which shocked me lol.
You're best bet if you are having queue time issues is simply grab more people. Tanks DPS Heals, whoever lol.
Make some Party Finder groups. Once you hit a certain level, PF groups for FATEs happen a lot more(I've noticed Aleport, N.Thal and Costa to be where most PF groups are being made for FATEs...sometimes Coreathas). Join an active FC who doesn't mind helping a lil. Get buddy buddy with some people in FATEs or Dungeons and invite them to do runs with you later. The more people you get the better. Even when I queued with 4 dps for CT it was tons better than queueing as a solo dps and now to help groups I am in with queues I typically try doing runs as a Tank or Healer.
There are a lot of options out there for you to help avoid this
I am in love with this. Having more experience in the dunegons, even if a little bit or once a day is still better than none. It also gives them a chance to meet other players who do their job better and can possibly help them improve. Longer queue times or not, this improvement itself can make me over look the drawbacks lol
I also feel like the added bonus from roulettes are also giving a lot of people patience with the story mode dungeons. While yes people still do speed runs, I havent seen a group fall apart or rage at any new players in a while and a lot more tanks are actually teaching the new tanks how to run these dungeons.

yes that 25 minute que was just unbearable! I clearly couldn't have done my daily sylphs and looked for a treasure map in the time I waited!
Oh wait.

Nope. My longest wait has been 45 minutes. Which, compared to the 5-6 hours I used to spend very day trying to get a party in FFXI, is much preferable.

I don't feel exactly the same but your frustration isn't unjustified. I spend time in queues doing various other things (leveling up my last crafter now) or just watching tv/cooking dinner.
But where I share your frustration is when I do my roulettes to myth cap/get xclass skills on my alt character. That character has bard to 50 and that's it. And the cross class I'm working on is BFB (34 lancer) also a dps. I have no crafts/gathering and don't want them because well I already have a character that can do that. So when there's nothing interesting to watch and I'm working on this character I literally have nothing to do but sit on my phone playing games or reading to wait.
That all said though I disagree with your topic title. I think the exp boost was GREAT. Just the lack of things to do between them as a dps isn't. And fates are a terrible option anyway because YOU CAN'T FREAKING GROUP WHILE IN QUEUE! Which is the real problem.

Pretty much this. I'm in the same boat with MNK at 50 on my alt and working on BFB. Slowest I've ever leveled a class for a cross class ability. :PI don't feel exactly the same but your frustration isn't unjustified. FATEs really are not that great. I don't want to spend 28 minutes killing Svara. FATEs also let you get to know the people on your server and encouraged exploration instead of sitting in town and queuing for dungeons.
Half the forums ask for a more open world but are glad when the emphasis is shifted to instanced dungeons. Pretty contradictory.
