There is something much more of a concern though..

We should be ABLE to get both male and female sets. When FHANTASIA becomes available, I don't want the set to become obsolete due to character gender.

Agreeing with the OP here. Yes leveling is easy to a extent but trying to get a alt up for the haircut alone is a LOT of work! you have to do so a lot of things to even go city to city really and though yes its much easier then 1.0, I would like to have the hairstyle on my little rp character i dont really want t level into the 40's on a DoW/M to get.

You only need to do the first quest to get the haircut which is nice, but if you want the full outfit you need to get to 45.

I think its really not very hard to level a character but only when there is enough free time. I have a new character which is lv13 but have no time to level her up because of lunar new year and winter holiday =/ hope there are other chances to get the new hairstyle

If your character is level 13 you can get the hairstyle, only the first quest is needed for that.

You folks misunderstand.
You can only get the very first quest if you're level 12. The second at level 26, third at lvl 38 and the last one at level 45.
If you're only level 12-13 as of tomorrow, when the event starts again, then most low levels are not going to stand a snowball's chance in hell of hitting level 45 in the few short days these event fates run for.

Just let all the event quests be picked up at level 13-17 and then change the drop list of the event fates so they offer the complete set in options and you can choose one of the items you're missing for the set. Rinse and repeat until you're done the set.

At least then you have a CHANCE of getting the clothing set no matter if you're only level 13 because that's the level the stuff is MEANT for.

20 days is more than enough time for a level 12-13 player to reach 45, especially if it's their first job and have access to the exp rewards from the main storyline quests.
