Do you need to complete all Chapters before you unlock it?

You only need to complete the first quest, but you should complete all of them anyway for the gear.

The aesthetician, I read about the quest and saw the hilarious cutscene from it. But, as a noob, how do I even get to where the quest is?

If you didn't start in Limsa, you need to get to level 15 and advance the storyline enough to get the airship pass.
If you really want, you CAN run from Gridania, through Ul'dah, to Vesper Bay and catch a ferry to Limsa there.

Chapter 1 provides all the weapons, the hairstyle, and the gloves.
Chapter 2 provides the pants.
Chapters 3 and 4 provide the boots and coat (though I'm not certain in which order).

If you started in Limsa Lominsa:
You can get all the weapons as soon as you're high enough to complete a level 12 FATE. (On my Lominsan character I got the first few at level 11, but probably could have at 9 or 10, though it would have been harder.)
You can get the hairstyle and gloves at level 12.
(The weapons are just trade-in items from FATE rewards, so if you can do the FATE you can get them. The hairstyle and gloves are rewards from a level 12 quest, so that's a more definite level requirement.)

If you started in either Ul'dah or Gridania:
You need to complete up through the level 15 main story quest that unlocks travel to Limsa Lominsa. By the time you can do that, you've already met the requirements for the chapter 1 Lightning quest and FATEs.

Completing the first chapter will give you the hairstyle, at least that's what happened to me.

If you really want, you CAN run from Gridania, through Ul'dah, to Vesper Bay and catch a ferry to Limsa there.

In all of SE's wisdom, the ferry is out of service to the player until they get the airship pass on the main scenario.

Gotta love the lv42 requirement for a lv13 piece, too.
