The maximum possible value (not counting food) is around 550 I think if you have all the gear from coil, CT, and primals/ultima but you're sacrificing too much acc and STR/VIT by doing so.

BLM spells can most definitely miss. Go into T4 with low accuracy and you're going to miss.

If by "can't actually miss, only be resisted" you mean a spell is able to not hit, not only do no damage but also lack the effect of the spell like Umbral Ice or Astral Heat, and shows a big "Miss" on the screen, then yes, you are correct.
