it doesn't change when you cycle from all, enemy, party, etc. so basically the symbol doesn't mean anything, just that you can cycle?

It doesn't mean anything. In 1.0 that was the symbol they used for the targeting filter, and it changed colors depending on your targeting mode, and they decided to stick it there for whatever reason even though it doesn't do anything.

If your playing on PC, its not there when you originally login, but if you switch back and forth between controller and keyboard mode, it will pop up and stay there until you logout/login again.

While we're on the topic of symbols, what does this one mean?
I've only ever noticed it on the Dune Anglers outside Forgotten Springs.

Its just a Trinity symbol. A common occurring theme in Japanese anime stories.
And yes the fishes symbol means that its part of a story quest or instance that you don't currently have in your queue.

If it ever goes away on PC, there's some other trigger for it. I can't remember it ever not being there. I haven't touched controller mode for weeks, and it was there when I logged in this morning.
While this is specifically a quest mob, the symbol is an indication that it is stronger than a normal enemy of the same type and level. Enemies with this symbol are meant to be weakened with items provided by the quest with which they are associated.
