The job quests (except summoner and scholar) are copied from 1.0. Same story, same dialoges, same CS. Only the locations are sometimes different.
But I have not did the WHM quests in ARR yet. I think there would be differences in the dialoges.
ala mhigo is supposed to have fallen to the garlean empire, and there really hasn't been word of its liberation. it is usually also considered the 'far east' and will probly come with an expansion and 'eastern' jobs like ninja, blue mage, and samurai. it was also said to have been under unfair political corrupt dictatorship before garlean rule, and that it fell from within due to uprisings, which led to the garlean invasion.
ishgard is home to the 'high' elven society, and they're supposed to be fighting a war with dragons. dragons have somehow found ways to mindcontrol and cast shapeshift illusions. basically dragons are a race, like beastmen, and are mostly fighting ishgard. the only city-states that are supposedly not under garlean rule are the current 3 GC's, ishgard, sharlayan, and the 'new world' where millioncorn comes from.
For some reason, I really can't stand the Ala Mhigo people. They popped up from time to time during various story missions/job missions/etc, and every time I was sent to Little Ala Mhigo I wanted to hit my head against the wall. I would be fine with these people being ousted from their home for life, or even being completely obliterated. Don't do a half-ass job, Garleans!
This so much! I loved the PGL quest line, then monk just killed it for me.It doesn't give much, though. Just a single monk rebelling for the sake of his homeland and doing... questionable things to achieve it.
(To be honest, I found his caveman talk and the whole monk quest chain dull and boring compared to other job quests.)

Considering Ala Mhigo is now a Garlean Fortress it still will make a good place for the final battle in 1st expansion pack unless they plan to head into Garlean territory in 1st expansion as well and have the Battle of Ala Mhigo be the gate way story dungeon to access Garlean Empire territory.
They probably will only make Ishgard as the first part of the new storyline then after some events and new information and plot twists they have our character go to Sharlayan to discover the fate of the Circle of Knowing since in 2.1 we learn the Ascians have attacked the Circle of Knowing. Then eventually we will follow events from there leading up to the Battle of Ala Mhigo with us cashing in all our chips we built up through the main storyline having the Battle of Ala Mhigo be the final battle to push the Garlean Empire out of Eorzea and to stop a Ascian manipulating these events which most likely is the White Ascian we meet in 2.1.
Most likely they will set Ala Mhigo as a new 8 member Story Dungeon for this final part of 1st expansion storyline.
Far east City-State Radz-at-Han is on the other side of the Sea of Jade so it is not on the world map yet and is currently East of the Garlean Empire. There is still a chance for Radz-at-Han to appear in the first expansion but I'm not certain it will quite yet since Job trainers are not bound to their homes so Ninja and Samurai trainer can be in Eorzea for their own personal reasons like the Warrior Trainer while Far East remaining not accessible.

I made a Highlander because I love the back story for the people and their lost home. I really hope we get to take it back/return there at some point.
I imagine Ishgard will come first however. But I'm alright with that too.
Unless the entire battle is instanced and not part of the real map I can't really see them opening up a hostile area to players as a city State. If we have an expansion to reclaim Ala Mhigo, it would cause data confliction for those who finished the story portion and those that didn't. If we get to go there, it would probably still be under Garlean rule, but allow us to go there through a peace unity in that city or something, that could be where the Garlean specific jobs/classes could be located.
If not, no alliance with Garlean Empire, I can see it as a dungeon rather than a city state.
Also Gaius may be dead but he isn't the only one with an Army from the Garlean empire if I recall. Isn't there an emperor?
So much of the world will change if Ala Mhigo is liberated (esp in Ul'dah), I doubt it will be too soon.
Incidentally, I thought the MNK quest was the best job story arc I've done so far, but most of the Job quests have been pretty much awful (with the SMN and SCH quest lines being especially thin and lacking and the PLD one being...well I'm just shocked the guy kept his job)
Well most Jobs kept their original Storyline from 1.0. Only few that had changes are Warrior and White Mage.
Warrior Job Story had a few changes and additions added into it but kept all original cutscenes from 1.0. However, I don't know if the Warrior Trainer was part of the Company of Heroes back in 1.0.
White Mage was given a new Job Story in 2.0 and now focus about conflicting between the new way of thinking (the sister way of thinking) or keeping tradition (the brother way of thinking) Girdania's citizens struggle with. It opens up a bit into Gridania's condition after they opened their City-State to outsiders.
SMN and Scholar are interesting for me but felt they held back the important part of the story too long which is why it felt thin for most people.
Ya the Storyline battles of Ala Mhigo most likely will be instanced with most of them being solo instanced while having the final part of Battle of Ala Mhigo be 8 member Dungeons with first Story dungeon being Ala Mhigo and then having the final dungeon being the base they have set up in Ala Mhigo where the final boss waits for us.
Garlean Empire condition is currently bad right now. The Emperor is losing power and his age is finally getting to him so there is a power struggle in the Garlean Empire between people with power. Civil War appears inevitable in the Garlean Empire. However, there is a chance a new Imperial Legatus will appear in Eorzea to spark a new invasion by having Ala Mhigo as the base of operations since it is the only Garlean base in Eorzea now.
