Yes, that's the place. Interestingly enough is the Allag tech you can catch glimpses of. I've heard speculation it's another entrance into the Binding Coil, unearthed by a piece of Dalamud falling. Whether that's true or it's something else entirely really raises the question of "Dalamud fragments + Allag Tech = what?"

I can't see the answer to that equation being good, at all. Let's hope we find out later, rather than sooner.

Dalamud is Allagan tech! Some of the Binding Coil of Bahamut takes place inside Dalamud. A few of those "blades" fell over Eorzea, you can see them when Dalamud cracks in the final v1 movie/first half of ARR's opening movie. If you look at the zone names and contraptions inside the Binding Coil, you'll probably realise that the Allagan technology was even more advanced than you had imagined...

If you look on the map in the Burning Wall there's a clear pathway marked leading INTO the fragment of Dalamud but it is blocked off by some cleverly placed crystals. The area is definitely intended as the entrance to something, though whether that is a new section of the Binding Coil is unknown.
