i have collected all of the tusks and placed them where they should be
but then can not get any further.
the portal to the instance will light u, but thats it!
i have tried to complete this quest 7 times now and each time with the same result.

Your not the only one the same thing is happening to me. I've only tried it once but Im disheartened to know you've tried it 7 times. You abanonded it and tried it over 7 times?

Anything on this? I logged out and in, restarted the gane dropped the quest and redid it and still no destination portal comes up.

The problem seems to be with the mouse pointer interacting with the bone pile. I was able to manually use the number pad on my keyboard to target the bones and press 0 on the number pad to interact with it. I have also heard using a controller works as well. Hope this helps until its fixed.
